A number of examples are given of how localist models may incorporate distributed representations, without the types of nonlocal interactions that often render distributed models implausible. The need to analyze the information that is encoded by these representations is also emphasized as a metatheoretical constraint on model plausibility.

Face perception plays a central role in social communication and is, arguably, one of the most sophisticated visual perceptual skills in humans. The organization of neural systems for face perception has stimulated intense debate. This article presents an updated model of distributed human neural systems for face perception. It opens up with a discussion of the Core System for visual analysis of faces with an emphasis on the distinction between perception of invariant features for identity recognition and changeable features (...) for recognition of facial gestures such as expression and eye gaze. The study analyses the roles of systems for the representation of emotion, for person knowledge, and for action understanding in face recognition and perception of expression and gaze. It presents systems that are of particular relevance for social communication and that are illustrative of how distributed systems are engaged by face perception. It concludes with a discussion of modularity and distributed processing in neural representation. (shrink)

A dynamic threshold, which controls the nature and course of learning, is a pivotal concept in Page's general localist framework. This commentary addresses various issues surrounding biologically plausible implementations for such thresholds. Relevant previous research is noted and the particular difficulties relating to the creation of so-called instance representations are highlighted. It is stressed that these issues also apply to distributed models.

Wardrope argues against my proposed non-consequentialist policy for the distribution of scarce influenza vaccine in the face of a pandemic. According to him, even if one accepts what he calls my deontological ethical theory, it does not follow that we are required to agree with my proposed randomised allocation of doses of vaccine by means of a lottery. He argues in particular that I fail to consider fully the prophylactic role of vaccination whereby it serves to protect from infection more (...) people than are vaccinated. He concludes that: ‘The benefits and burdens of vaccination are provided impartially and far more effectively by targeted vaccination than impartial lotteries.’ He has shown convincingly that this conclusion can be established in the case of his particular envisaged scenario. However, Wardrope gives no reason to suppose that, in the circumstances that we actually face, targeted vaccination would constitute impartial treatment of citizens in the UK. I readily agree with Wardrope that if it should treat its citizens justly and impartially, it does not necessarily follow that the state should distribute vaccinations of the basis of a lottery. That will be a reasonable thing to do only if certain assumptions are made. These assumptions will not always be reasonable. However, they are reasonable ones to make in the actual circumstances that currently apply. (shrink)

The institution of the principle of distribution in accordance with work performed in the process of the building of socialism and the consistent implementation of this principle under the conditions of developed socialism are powerful factors in the establishment and consistent implementation of the principle of the universality of work. In the course of the building of communism, payment in accordance with work done will remain the principal source of growth of incomes. Therefore, the completeness of satisfaction of people's requirements (...) and their prosperity depend predominantly on the amount and quality of the work given to society. However, a high level of communist consciousness presumes not merely participation in social labor but a perceived need to work as efficiently and productively as possible. (shrink)

Bifurcation analysis of a real-time implementation of an ART network, which is functionally similar to the generalized localist model discussed in Page's manifesto shows that it yields a phase transition from local to distributed representation owing to continuous variation of the range of inhibitory connections. Hence there appears to be a qualitative dichotomy between local and distributed representations at the level of connectionistic networks conceived of as instances of nonlinear dynamical systems.

L-shaped distributions are not rare and are probably far more prevalent than is generally realized. They are highly conducive to nonrobustness of normality-assuming statistical tests, and they strongly resist transformation to normality. The thinner the tail of the distribution, the more unlikely it is that its L-shapedness will be detected by inspecting a sample drawn from it. Yet, as the tail of an L-shaped distribution becomes increasingly shallow, its skewness and kurtosis depart increasingly from their “normal-distribution” values, and the distribution (...) becomes increasingly conducive to drastic nonrobustness. Worse, a fairly common type of experimental situation in psychological research produces shallow-tailed L-shaped distributions. (shrink)

Face perception, perhaps the most highly developed visual skill in humans, is mediated by a distributed neural system in humans that is comprised of multiple, bilateral regions. We propose a model for the organization of this system that emphasizes a distinction between the representation of invariant and changeable aspects of faces. The representation of invariant aspects of faces underlies the recognition of individuals, whereas the representation of changeable aspects of faces, such as eye gaze, expression, and lip movement, underlies (...) the perception of information that facilitates social communication. The model is also hierarchical insofar as it is divided into a core system and an extended system. The core system is comprised of occipitotemporal regions in extrastriate visual cortex that mediate the visual analysis of faces. In the core system, the representation of invariant aspects is mediated more by the face-responsive region in the fusiform gyrus, whereas the representation of changeable aspects is mediated more by the face-responsive region in the superior temporal sulcus. The extended system is comprised of regions from neural systems for other cognitive functions that can be recruited to act in concert with the regions in the core system to extract meaning from faces. The authors argue that a free market paradigm facilitates wealth creation but does little to distribute that wealth in a just manner. In order to achieve the social goal of distributive justice, the concept of a fair market is introduced and explored. The authors then examine three drivers that can help improve the lives of all people, especially the poor: civil society, its institutions, and business. After exploring the roles these drivers might play in developing fair markets, we describe three (...) enablers that serve as catalysts for change: the effects of globalization, the impact of technology, and the emergence of entrepreneurial activity. We conclude by making recommendations for establishing fair markets and provide exemplars of two firms that embody the arguments made in the article. (shrink)

The current UK policy for the distribution of scarce vaccination in an influenza pandemic is ethically dubious. It is based on the planned outcome of the maximum health benefit in terms of the saving of lives and the reduction of illness. To that end, the population is classified in terms of particular priority groups. An alternative policy with a non-consequentialist rationale is proposed in the present work. The state should give the vaccination, in the first instance, to those who are (...) at risk of catching the pandemic flu in the line of their duties of public employment. Thereafter, if there is not sufficient vaccine to give all citizens equally an effective dose, the state should give all citizens an equal chance of receiving an effective dose. This would be the just thing to do because the state has a duty to treat each and all of its citizens impartially and they have a corresponding right to such impartial treatment. Although this article specifically refers to the UK, it is considered that the suggested alternative policy would be applicable generally. The duty to act justly is not merely a local one. (shrink)

We develop a conceptually clear, intuitive, and feasible decision procedure for testing satisfiability in the full multi\-agent epistemic logic \CMAELCD\ with operators for common and distributed knowledge for all coalitions of agents mentioned in the language. To that end, we introduce Hintikka structures for \CMAELCD\ and prove that satisfiability in such structures is equivalent to satisfiability in standard models. Using that result, we design an incremental tableau-building procedure that eventually constructs a satisfying Hintikka structure for every satisfiable input set (...) of formulae of \CMAELCD\ and closes for every unsatisfiable input set of formulae. In the paper, a philosophical and methodological analysis of the evolution of cybernetics in the context of the development of scientific rationality is carried out. The evolution of cybernetics is represented as a movement from the methodology of “observable systems” and to the methodology of “observing systems” and to the methodology of self-developing reflexive-active environments. Special attention is paid to the formation of a new promising direction for post-non-classical cybernetics of self-developing poly-subject environments, which, given the correlation with previous stages (...) of cybernetics development, we define as thirdorder cybernetics. The analysis of the basics of the formation of third-order cybernetics was carried out with consideration of interrelated aspects: philosophical, methodological, theoretical, and methodical. We also provide model of self-developing poly-subject environments as well as a system of ontologies, defining the mechanisms of functioning of such self-organizing poly-subject environments and active elements that organize the communication space. The ontology system also makes it possible to integrate cybernetics of the first, second, and third order. Some sociohumanitarian trends in the development of cybernetics are considered: from an external observer to a distributed observer; from monodisciplinary to transdisciplinary approaches; from activity approach to subject-activity one, and further to subject-oriented approach; from information to active knowledge; from ethics of goals to ethics of strategic subjects. Potential opportunities for using third-order cybernetics are described, in order to improve the quality of solving a number of important scientific and practical problems of controlling social systems. Information is provided on the directions of approbation of a third-order cybernetics concept for improving state administration, based on a system of distributed situational centers, and there is its approbation at international scientific conferences. We consider an experiment that conducts observations on an uncertain parameter. Experiments observing a parameter with a stochastic uncertainty have been studied exhaustively and their characteristics have been described by many authors [see, e.g., De Groot, M. (1974), Optimal Statistical Decisions (Russian translation)]. In this article, we assume that uncertainty is generated by a mechanism which is “random in the broad sense” [a term introduced by Kolmogorov, A.N. (1986), in Probability Theory and Mathematical Statistics (in Russia), pp. 467–471]. Ivanenko, V.I. (...) and Labkovskii, V.A. [(1986), Dokladi Na Bolgarskata Akademiya Na Naukite SSSR 287(3), 564–567; (1990), Dokladi Na Bolgarskata Akademiya Na Naukite SSSR 310(5), 1059–1062] have proposed the apparatus of “statistical regularities” for the description of such randomness. Statistical regularity (SR) is a family of finitely additive probability distributions such that particular SRs correspond to total uncertainty, stochastic uncertainty, and other forms of uncertainty. The problem in which uncertainty is specified by SR is accordingly called General Decision Problem (GDP). We investigate informativeness and optimality of experiments in GDP. (shrink)

The boundaries of social acceptance and models of convergence of human and non-human actors of digital reality are defined. The constructive creative possibilities of convergent processes in distributed neural networks are analyzed from the point of view of possible scenarios for building “friendly” human-dimensional symbioses of natural and artificial intelligence. A comprehensive analysis of new management challenges related to the development of cyber-physical and cybersocial systems is carried out. A model of social organizations and organizational behavior in the conditions (...) of cyberphysical reality is developed. The possibilities of reconciling human moral principles and “machine ethics” in the processes of modeling and managing digital reality are studied. The significance of various concepts of digital, machine and cyber-anymism for the socio-cultural understanding of the development of modern cyber-physical technologies, the anthropological dimension of a smart city is revealed. The article introduces the concept of hybrid society and shows the development of its models as self-organizing collective systems that consist of co-evolving biohybrid and socio-technical spheres. The importance of modern anthropogenic research for sustainable development is analyzed. The process of marking ontological boundaries between heterogeneous modalities in the digital world is investigated. This paper aims to explore mechanistic and teleological explanations of consciousness. In terms of mechanistic explanations, it critiques various existing views, especially those embodied by existing computational cognitive models. In this regard, the paper argues in favor of the explanation based on the distinction between localist (symbolic) representation and distributed representation (as formulated in the connectionist literature), which reduces the phenomenological difference to a mechanistic difference. Furthermore, to establish a teleological explanation of consciousness, the paper discusses the issue (...) of the functional role of consciousness on the basis of the aforementioned mechanistic explanation. A proposal based on synergistic interaction between the conscious and the unconscious is advanced that encompasses various existing views concerning the functional role of consciousness. In the final analysis, sustainable agriculture must derive from applied ecology, especially the principle of the regulation of the abundance and distribution of species (and, secondarily, their activities) in space and time. Interspecific competition in natural ecosystems has its counterparts in agriculture, designed to divert greater amounts of energy, nutrients, and water into crops. Whereas natural ecosystems select for a diversity of species in communities, recent agriculture has minimized diversity in favour of vulnerable monocultures. Such systems show intrinsically less stability (...) and resilience to perturbations. Some kinds of crop rotation resemble ecological succession in that one crop prepares the land for successive crop production. Such rotations enhance soil organic processes such as decomposition and material cycling, build a nutrient capital to sustain later crop growth, and reduce the intensity of pest buildup. Species in natural communities occur at discrete points along the r-K continuum of reproductive maturity. Clearing forested land for agriculture, rotational burning practices, and replacing perennial grassland communities by cereal monocultures moves the agricultural community towards the r extreme. Plant breeders select for varieties which yield at an earlier age and lower plant biomass, effectively moving a variety towards the r type. Features of more natural landscapes, such as hedgerows, may act as physical and biological adjuncts to agricultural production. They should exist as networks in agricultural lands to be most effective. Soil is of major importance in agroecosystems, and maintaining, deliberately, its vitality and resilience to agricultural perturbations is the very basis of sustainable land use. (shrink)

It is shown that the uncertainty connected with a `random in a broad sense' (not necessarily stochastic) event always has some `statistical regularity' (SR) in the form of a family of finite-additive probability distributions. The specific principle of guaranteed result in decision making is introduced. It is shown that observing this principle of guaranteed result leads to determine the one optimality criterion corresponding to a decision system with a given `statistical regularity'.

The paper addresses the use of heterogeneous ensembles of intelligent unmanned vehicles in such a perspective field of innovations as an unmanned fishery. The issues of joint activity of unmanned vehicles of different types in fishing operations based on intelligent technologies are investigated. The “smart fishing” approach based on the joint fishing operation model is proposed. The operational framework that includes missions, roles, and activity scenarios embedded in the discretized spatial model is presented. The scenario activities are considered as the (...) sequences of pentad that determine executing specific functions concerning the specified waypoint, timepoints, and the states of vehicles. The definition of the plan as the scenario prototype that needs adjusting to the conditions of the situational context is proposed. The coordination problem regarding the joint activities of the unmanned vehicles and their scenarios is defined and the coordination framework based on the distributed common board model and coordination primitives is presented. The prototype of the intelligent scenario-based system including the implementation of both operational and coordination frameworks developed for the control of unmanned vehicles is described. This system makes unmanned vehicles capable to absorb all the latest advances in intelligent technologies to perform smart fishing operations jointly in a large heterogeneous group. The proposed approach to smart fishing using intelligent technologies makes it possible to detach fishermen from the fishing activities dangerous to their life and health, to reduce significantly poaching and illegal fishing, to increase the overall efficiency of fishing operations, and even to save the marine ecosystem. The article defines the algorithm and details the sequential tasks for building an effective model of automated classification of events in the information space. On the eve and during the armed aggression of the Russian Federation against Ukraine, the consequences of external negative information influence were noticeable. Therefore, the organization and implementation of counteraction to such influence is urgent. An important component of this activity is the classification of information events in the information space in order to further analyze them (...) and form proposals for decision-making to counteract the negative information impact. Given the fact that in the global information space and, in particular, the information space of the state in the interests of counteracting such influence, it is necessary to constantly process a significant amount of information, so the task of improving the efficiency of this process is provided by automating its components. The algorithm of the automated classification process is based on a number of consecutive tasks, namely: data retrieval, preelection of messages, saving pre-selected messages in the database, determining a set of indicators for automated classification of information events, pre-processing a single document, distribution of messages by criteria by categories, presentation of information in a convenient form, saving the results of classification in the database. The proposed material reveals the content of these tasks. The proposed algorithm will serve to automatically divide information events of different nature into categories in order to increase the efficiency of assessing the level of negative information impact on target audiences for timely response to its manifestations. In this paper we study the relations between the fragment L of classical logic having just conjunction and disjunction and the variety D of distributive lattices, within the context of Algebraic Logic. We prove that these relations cannot be fully expressed either with the tools of Blok and Pigozzi's theory of algebraizable logics or with the use of reduced matrices for L. However, these relations can be naturally formulated when we introduce a new notion of model of a sequent calculus. (...) When applied to a certain natural calculus for L, the resulting models are equivalent to a class of abstract logics (in the sense of Brown and Suszko) which we call distributive. Among other results, we prove that D is exactly the class of the algebraic reducts of the reduced models of L, that there is an embedding of the theories of L into the theories of the equational consequence (in the sense of Blok and Pigozzi) relative to D, and that for any algebra A of type (2,2) there is an isomorphism between the D-congruences of A and the models of L over A. In the second part of this paper (which will be published separately) we will also apply some results to give proofs with a logical flavour for several new or well-known lattice-theoretical properties. This paper proposes how various disciplinary theories of cognition may be combined into a unifying, sub-symbolic, computational theory of cognition. The following theories are considered for integration: psychological theories, including the theory of event coding, event segmentation theory, the theory of anticipatory behavioral control, and concept development; artificial intelligence and machine learning theories, including reinforcement learning and generative artificial neural networks; and theories from theoretical and computational neuroscience, including predictive coding and free energy-based inference. In the light of such a (...) potential unification, it is discussed how abstract cognitive, conceptualized knowledge and understanding may be learned from actively gathered sensorimotor experiences. The unification rests on the free energy-based inference principle, which essentially implies that the brain builds a predictive, generative model of its environment. Neural activity-oriented inference causes the continuous adaptation of the currently active predictive encodings. Neural structure-oriented inference causes the longer term adaptation of the developing generative model as a whole. Finally, active inference strives for maintaining internal homeostasis, causing goal-directed motor behavior. To learn abstract, hierarchical encodings, however, it is proposed that free energy-based inference needs to be enhanced with structural priors, which bias cognitive development towards the formation of particular, behaviorally suitable encoding structures. As a result, it is hypothesized how abstract concepts can develop from, and thus how they are structured by and grounded in, sensorimotor experiences. Moreover, it is sketched-out how symbol-like thought can be generated by a temporarily active set of predictive encodings, which constitute a distributed neural attractor in the form of an interactive free-energy minimum. The activated, interactive network attractor essentially characterizes the semantics of a concept or a concept composition, such as an actual or imagined situation in our environment. Temporal successions of attractors then encode unfolding semantics, which may be generated by a behavioral or mental interaction with an actual or imagined situation in our environment. Implications, further predictions, possible verification and falsifications, as well as potential enhancements into a fully spelled-out unified theory of cognition are discussed at the end of the paper. In order to benefit from the advantages of localist coding, neural models that feature winner-take-all representations at the top level of a network hierarchy must still solve the computational problems inherent in distributed representations at the lower levels.

It is shown that in the quantum theory of systems with a finite number of degrees of freedom which employs a set of algebraic states, a statistical element introduced by averaging the mean values of operators over the distribution of continuous quantities (a spectrum point of a canonical operator and time) is conserved for the limiting transition to the δ distribution. On that basis, quantum statistical dynamics, i.e., a theory in which dynamics (time evolution) includes a statistical element, is advanced. (...) The theory is equivalent to orthodox quantum mechanics as regards the orthodox states, but is essentially different with respect to the coherence properties in a continuous spectrum. The measurement-process theory, including the statistical interpretation of quantum mechanics, and the irreversibility theory are constructed, and the law of increasing chaos, which is a strengthening of the law of entropy increase, is obtained. In our theory, mechanics and statistics are organically connected, whereby the fundamental nature of probabilities in quantum physics manifests itself. (shrink)

The word blat refers to the system of informal contacts and personal networks which was used to obtain goods and services under the rationing which characterised Soviet Russia. Alena Ledeneva's book is the first to analyse blat in all its historical, socio-economic and cultural aspects, and to explore its implications for post-Soviet society. In a socialist distribution system which resulted in constant shortages, blat developed into an 'economy of favours' which shadowed an overcontrolling centre and represented the reaction of ordinary (...) people to the social constraints they faced. In social and economic terms, blat exchanges became vital to the population, and to the functioning of the Soviet system. The book shows that the nature of the economic and political changes in contemporary Russia cannot be properly understood without attention to the powerful legacy of the blat economy. (shrink)

Quantum trajectory-based descriptions of interference between two coherent stationary waves in a double-slit experiment are presented, as given by the de Broglie–Bohm and modified de Broglie–Bohm formulations of quantum mechanics. In the dBB trajectory representation, interference between two spreading wave packets can be shown also as resulting from motion of particles. But a trajectory explanation for interference between stationary states is so far not available in this scheme. We show that both the dBB and MdBB trajectories are capable of producing (...) the interference pattern for stationary as well as wave packet states. However, the dBB representation is found to provide the ‘which-way’ information that helps to identify the hole through which the particle emanates. On the other hand, the MdBB representation does not provide any which-way information while giving a satisfactory explanation of interference phenomenon in tune with the de Broglie’s wave particle duality. By counting the trajectories reaching the screen, we have numerically evaluated the intensity distribution of the fringes and found very good agreement with the standard results. (shrink)

The umbrella-term ‘executive functions’ includes various domain-general, goal-directed cognitive abilities responsible for behavioral self-regulation. The influential unity and diversity model of EF posits the existence of three correlated yet separable executive domains: inhibition, shifting and updating. These domains may be influenced by factors such as socioeconomic status and culture, possibly due to the way EF tasks are devised and to biased choice of stimuli, focusing on first-world testees. Here, we propose a FREE test battery that includes two open-access tasks for (...) each of the three abovementioned executive domains to allow latent variables to be obtained. The tasks were selected from those that have been shown to be representative of each domain, that are not copyrighted and do not require special hardware/software to be administered. These tasks were adapted for use in populations with varying SES/schooling levels by simplifying tasks/instructions and using easily recognized stimuli such as pictures. Items are answered verbally and tasks are self-paced to minimize interference from individual differences in psychomotor and perceptual speed, to better isolate executive from other cognitive abilities. We tested these tasks on 146 early adolescents of both sexes and varying SES, because this is the age group in which the executive domains of interest become distinguishable and in order to confirm that SES effects were minimized. Performance was determined by Rate Correct Scores, which consider speed-accuracy trade-offs. Scores were sensitive to the expected improvement in performance with age and rarely/inconsistently affected by sex and SES, as expected, with no floor or ceiling effects, or skewed distribution, thus suggesting their adequacy for diverse populations in these respects. Using structural equation modeling, evidence based on internal structure was obtained by replicating the three correlated-factor solution proposed by the authors of the model. We conclude that the FREE test battery, which is open access and described in detail, holds promise as a tool for research that can be adapted for a wide range of populations, as well as altered and/or complemented in coming studies. Ever feel concerned that you may not achieve your career goals, or feel worried about where your life is going? Such examples may reflect the experience of status anxiety, that is, concerns that one may be stuck or not able to move up in life, or worries that one may be too low in standing compared to society’s standards. Status anxiety is believed to be exacerbated by economic inequality and negatively affect well-being. While job satisfaction is an important determinant of (...) well-being, no research has examined whether status anxiety can also help explain people’s satisfaction with their jobs. We tested whether status anxiety differs from other organizational constructs and uniquely relates to job satisfaction among full-time working adults. In a pilot study we found that status anxiety is separate from the concept of job insecurity (e.g.,, perceived threat of job loss). Results of our main study also indicated that higher status anxiety significantly predicted lower job satisfaction beyond several other indicators of organizational attitudes (job insecurity, occupational self-efficacy, distributive, procedural, and interactional justice), as well as the tendency to seek status and several background factors (e.g., income, education, perceived socioeconomic status). We discuss the unique role of status anxiety in job satisfaction and the implications of this research to our understanding of status concerns as well as organizational attitudes and policies. The problems of the tolal energy and quasilocalenergy density or an isolated spherically symmetric static system in general relativity (GR) are considered with examples of some exact suintions. The field formulation of GR dereloped earlier hy L. P. Grishchuk. el al. (1984). in ihe framework of which all the dynamical fields, including the gravitation field, are considered in a fixed background spacetime is used intensively. The exact Schwarzschild and Reissner Nordstrom solutions are investigated in detail, and the results are compared (...) with those in the recent work by J. D. Brown and J. W. York. Jr. (1993) as well as discussed with respect to the principle of nonlocalization of the gravitational energy in GR. Those examples are illustrative and simple because the background is selected as Minkowski spacetime and, in fact, the field configurations are studied in the framework of special relativity. It is shown that some problems of the Schwarzschild solution which are difficult to resolve in the standard geometrical framework of GR are resolved in the framework of the field formulation. (shrink)
